Toggle Webhook

Pause an active webhook, or re-activate an inactive one. Re-activating resets the failure counter — use it after fixing an endpoint that was auto-disabled (disabledReason: failing). Returns 402 if re-activating would exceed your plan's webhook limit.
- Enabling sends a signed test event first — the endpoint must answer with a 2xx or the webhook stays disabled (422). Disabling never checks.
- Re-enabling a webhook resets its failure counter, including one auto-disabled after repeated failures (disabledReason: failing).
